Examining the Morocco-Germany skilled migration corridor, this brief shows how the bilateral relationship has evolved into a structured, institutionalised partnership. It argues that the corridor has shifted from informal, network-driven mobility towards a co-governed model linking legal skilled migration with German and European return and readmission objectives.

While skilled mobility has increased, Morocco also became Germany’s leading African country of origin for deportations in 2025. Despite ambitious cooperation, bottlenecks and brain-drain risks persist. The brief concludes with recommendations for policy, planning, and practice.
