TOWARDS A POLICY MIX FOR FAIR SKILLED MOBILITY
Europe’s labour-market challenges require a coordinated policy mix. The second Link4Skills policy brief, Towards a policy mix for fair skilled mobility, examines how skills development, migration, automation, recognition and job quality can work together to address shortages and mismatches.
The brief complements the policy brief published earlier in the project, which focused more closely on automation and artificial intelligence. It broadens the discussion by showing why effective responses must begin with a diagnosis: vacancies may reflect insufficient labour supply, but also unattractive working conditions, barriers to skills recognition or recruitment difficulties.
Drawing on Link4Skills research, the brief sets out six mutually reinforcing policy components and recommendations for EU and national policymakers. It highlights Skills Mobility Partnerships as mechanisms for connecting training, ethical recruitment and shared development, alongside the Link4Skills Navigator’s role in supporting evidence-informed decisions. The aim is fairer outcomes for workers and countries of both origin and destination.
