Migration Skill Corridor Report: Morocco-Germany  

This working paper looks at the developing migration skill corridor  between two countries with complementary needs: Morocco has many young and qualified people looking for opportunities, while Germany faces labour and skills shortages.

The report examines how cooperation is developing through programmes such as THAMM Plus and MAzubi, with a strong focus on vocational training and apprenticeships. It also identifies important obstacles. These include German language requirements, slow and complex recognition of qualifications, lengthy visa procedures, and the growing role of private recruitment agencies.

A central question is how labour migration can benefit both countries as well as migrants themselves. The paper highlights efforts to prevent brain drain in Morocco, improve training and recruitment, and create fairer and more transparent migration pathways. It concludes with practical recommendations for making the Morocco–Germany corridor more accessible, effective and sustainable.
