Migration Skill Corridor Report: PHILIPPINES-POLAND
Migration Skill Corridor Report: Philippines-Poland
This report examines the rapidly emerging Migration Skill Corridor between the Philippines and Poland, focusing on the growing recruitment of Filipino workers in manufacturing, construction, logistics and transport. Drawing on interviews with policymakers, experts and practitioners, it highlights a fundamental mismatch between the Philippines’ highly regulated, worker-protection-oriented migration system and Poland’s largely market-driven approach. Despite increasing migration flows, the two countries have yet to establish a formal bilateral labour agreement.
The findings reveal significant challenges, including visa delays, complex administrative procedures, costly and sometimes informal recruitment practices, and limited recognition of Filipino qualifications. Many migrants consequently work below their skill levels, while inadequate language training and integration support further restrict their opportunities.
The authors argue that stronger bilateral cooperation is essential to make the corridor more effective and equitable. They highlight the need for coordinated recruitment procedures, improved skills recognition, greater protection against exploitation and better integration support. Without these measures, both countries risk losing the potential benefits of skilled migration.
